New reforms in the state social insurance system

Significant reforms are being implemented within the state social insurance system in Uzbekistan. This was reported by Zamin.uz.
In January 2026, the State Social Insurance Fund assigned pensions totaling 62.5 billion soums for 5.4 thousand cases. This system was introduced based on the Law "On State Social Insurance" and Presidential decrees, aimed at strengthening social protection for the population.
UzDaily.uz reports on this matter. According to the new regulation, from January 1, 2026, maternity and childbirth benefits will be paid through the state social insurance.
Additionally, from July, temporary disability benefits are also planned to be provided through this system. These reforms will expand social protection opportunities for broad segments of the population.
Previously, pension payments were mainly the responsibility of employers, but now this responsibility is being transferred to the state. This increases access to guarantees in the private sector, especially among women.
Another advantage of the new system is that it encourages formal employment. The amount of benefits is determined based on insurance experience.
According to plans, in 2026 the system will cover over 2.2 million employees of budget organizations, more than 3.6 million private sector workers, as well as over 7 million individual entrepreneurs and citizens working in the informal sector. Maternity and childbirth benefits through the State Social Insurance Fund are expected to be paid to 165 thousand insured persons.
Temporary disability benefits will be automatically processed for nearly 500 thousand citizens from July, without requiring an application. These processes are fully digitized, and no additional documents will be requested from citizens.
Moreover, the system shifts the financial burden from employers to the state. This provides entrepreneurs with more opportunities to develop their businesses, create new jobs, and expand production.
Experts evaluate these reforms not only as a payment mechanism but also as a comprehensive system based on social justice and human interests. The transparency and efficiency of the system serve to ensure social protection for the population.
