
Significant changes have been introduced to the rules regarding income and property declarations for civil servants and deputies in Russia. This was reported by Zamin.uz.
From now on, they will not be required to declare their income and property annually. These changes were implemented based on laws signed by the President of the Russian Federation, Vladimir Putin, on December 28, 2025.
The new procedure will come into effect on January 1, 2026. According to the new laws, although the practice of submitting annual declarations has been abolished, financial reporting will remain mandatory in certain cases.
In particular, a declaration must be submitted when entering public service for the first time, upon appointment to a new position, or when transferred to another post. Additionally, officials are required to report significant changes in their financial situation.
For example, if an official or their family purchases real estate or other valuable assets worth more than their income over the past three years, this must be reported. The monitoring of officials' income and property will be carried out through the new "Poseidon" system.
This online system is integrated with the databases of the Tax Service, Rosfinmonitoring, Rosreestr, and other government agencies. The system aims to reduce human error and automate control.
It should be noted that in Russia, civil servants have been submitting income and property declarations annually since 1995. However, in February 2023, a law was adopted that envisaged publishing declaration data only in a summarized form.
While some experts regard this new procedure as a new stage in the transparency of public administration, others emphasize that public oversight may weaken. Thus, starting from 2026, the declaration system for officials in Russia will operate in a completely new format.
