After the institute is relocated, large-scale construction works will be carried out on the vacated land. A five-star hotel and a multi-story parking lot with a capacity of one thousand spaces are planned to be built here. After the construction is completed, these facilities will become state property. The introduction of a unified state exam is planned
The introduction of a unified state exam is planned
The introduction of a unified state exam is planned in Uzbekistan. This was reported by Upl.uz. This system will combine the final exams for school graduates, entrance exams to higher education institutions, and subject tests for obtaining certificates. This initiative was proposed recently at a meeting held under the president. Currently, graduates are required to take several different exams, which causes them excessive burden and administrative difficulties. Unifying the exams into a single system will simplify the process, save time, and help reduce the financial expenses of families. The idea of introducing a unified exam system is not being discussed for the first time in Uzbekistan. In April 2020, a proposal was made to conduct a single test consisting of compulsory subjects and elective subjects for faculty admission. In July 2022, the issue of combining the final school certification with higher education entrance exams starting from the 2024/2025 academic year was raised again. These changes aim to create a more effective and fair assessment system in the education sector.

Three new technical universities will be opened in the capital
Three new technical universities will be opened in the capital
Three new higher education institutions are planned to open in the capital, one of which is the long-awaited N.E. This was reported by Upl.uz. It will be a branch of the Bauman Moscow State Technical University. This plan was announced on September 8 during a presentation on education system reforms attended by President Shavkat Mirziyoyev. The presented initiatives aim at a deep modernization of all levels of the education system, from preschool education to postgraduate studies. One of the main directions of the reforms is supporting the private sector in the field of preschool education. In regions where preschool education coverage is below 80 percent, free land plots will be allocated to investors on a public-private partnership basis. Additionally, entrepreneurs will be granted preferential loans for up to 7 years, provided they maintain their business activities. These measures will accelerate the increase in preschool education coverage, as despite creating 2.5 million new places over the past eight years, the overall coverage stands at 78 percent. Systematic changes will also be implemented in school education. To develop students uniformly in moral and educational aspects and support their talents, a national idea concept will be introduced. This concept will serve as a methodological basis for all educational activities while ensuring students are not overburdened. Moreover, a new vertical system will be established to support students and encourage their initiatives. Based on the existing “Barkamol Avlod” schools and youth centers, “Kelajak” centers will be opened, and a consultant position for supporting student initiatives will be introduced in schools. Special attention will be paid to strengthening engineering and technical training. Engineering schools will be established under the agency of special educational institutions in 14 regions of the country. These schools will provide budget-funded education based on a five-year STEM program. The program was developed taking into account the experience of the “New Uzbekistan” university. Starting from 2026, to improve teaching quality and encourage competition, a national competition for the “Best Engineering School” will be organized with the support of the Presidential Award Fund. Higher education institutions also face significant changes. Besides the branch named after N.E. Bauman, the TashTech Technical University and Olmaliq State Technical Institute will start operating in Tashkent. To support future educators, from this academic year, the Abdulla Avloni State Scholarship will be introduced for 3rd and 4th-year students of pedagogical higher education institutions. Reforms will also be carried out in the field of science. The mechanisms for awarding scientific degrees will be improved, and doctoral quotas will be formed in accordance with the country's priority areas of economic development. The role of the Academy of Sciences in conducting fundamental and applied research will be strengthened, and their results will be widely implemented in practice. The President approved the presented reform package, signed the relevant documents, and instructed responsible persons to implement them qualitatively and systematically. A special school named after the great scholar Abu Ali ibn Sina (Avicenna) will be established in Tashkent. He was born in 980 in the territory of present-day Uzbekistan. His work “The Canon of Medicine” served as the main medical textbook in European universities for nearly 600 years.

Serious violations were identified in the construction of 396 buildings
During extensive inspections conducted to ensure the seismic safety of objects being constructed in the territory of Uzbekistan, serious violations were identified at 396 construction sites. This was reported by Upl.uz. This information was jointly announced by the General Prosecutor's Office and the Construction Supervision Inspectorate. The main purpose of the inspections is to ensure the earthquake resistance of multi-storey buildings. The identified cases have led to serious legal actions. Lawsuits have been filed against more than 200 objects that seriously violate construction regulations, demanding their complete demolition. More than 100 illegal and dangerous buildings have already been demolished. Criminal cases have been initiated for the 40 most serious cases, and all identified violations have been handed over to law enforcement agencies for investigation. Against this background, the Ministry of Construction and Communal Services firmly denied rumors about corruption within the system. Ministry representatives emphasized that active work is being carried out to digitize public services. In particular, digital platforms such as "Transparent Construction" reduce human factors and prevent corruption, unjustified refusals, or excessive payments demanded from builders. These inspections and measures aim to increase public and government attention to safety issues in the construction sector. These issues are especially relevant in Uzbekistan, where seismic activity is high. Since 2021, the law "On Ensuring the Seismic Safety of the Population and Territories" has been in effect in Uzbekistan, categorizing all buildings into four hazard categories and establishing state policy to ensure seismic resistance.

Abdulla Avloniy Scholarship Introduced for Students
Abdulla Avloniy Scholarship Introduced for Students
From the new academic year, a new form of financial incentive – the state scholarship named after Abdulla Avloniy – will be awarded to senior students of pedagogical higher education institutions in Uzbekistan. This was reported by Upl.uz. This measure is aimed at enhancing the prestige of the teaching profession and supporting talented young people who choose to work in the national education system in the future. The amount of the new scholarship is 1.4 million soums, which is almost twice the standard academic scholarship. It is intended for third- and fourth-year undergraduate students. This initiative covers higher education institutions across the country in 13 profiles and includes a total of 74,500 potential scholarship recipients. The introduction of the scholarship is part of a broader strategy to strengthen and modernize the national education system. This financial support aims to encourage the academic and scientific activities of future educators. The introduction of the Abdulla Avloniy scholarship is an important step towards forming a generation of highly qualified teachers who meet the demands of the modern education system. Against the backdrop of innovations in higher education, the issue of providing students with accommodation remains relevant. Earlier, Sherzodxon Qudrathodja, rector of the University of Journalism and Mass Communications, asked the residents and organizations of Tashkent to assist in accommodating students who come from the regions and cannot find places in dormitories. He emphasized that this problem arises every year and that not all higher education institutions are able to fully provide accommodation for students coming from outside the capital. The Abdulla Avloniy scholarship is awarded in honor of a prominent Uzbek enlightener, a playwright, poet, and educator of the early 20th century, who made a significant contribution to the development of new-style schools in Turkestan.

182 Thousand Places Planned to be Created in Kindergartens
This year, it is planned to create an additional 182 thousand places in kindergartens across the country, of which 82 thousand places will be provided through the construction of new kindergarten buildings. This was reported by Upl.uz. At a meeting chaired by the President, it was emphasized that many governors are not sufficiently considering how to organize the remaining places. In particular, a total of 255 rooms in need of repair are lying unused in 118 kindergartens. In the regions, the construction and reconstruction of 8 kindergartens have been prolonged for 2-3 years. Specifically, in each of the districts of Chimboy, G‘allaorol, Qiziriq, and Boysun, not a single kindergarten has been repaired. In the districts of Dehqonobod, Sariosiyo, Bostanliq, and Nurobod, none of the newly constructed kindergartens have yet been put into operation. The President set a strict deadline for governors to repair and equip all vacant rooms and to launch the 8 prolonged kindergarten buildings by November 1. If the deadline is not met, appropriate measures will be taken. Thus, efforts to develop the kindergarten network and create a quality educational environment will be accelerated.

President announced a major personnel reshuffle in the education sector
Major personnel changes were announced at the video conference dedicated to reforms in preschool and general education conducted by the President. This was reported by Upl.uz. All deputies of the Minister of Higher Education, Science and Innovations — First Deputy Shokhrukh Daliev and Deputies Otabek Makhkamov and Sarvarxon Buzrukhonov — were relieved of their positions. Sharof Rajabboev, Director of the Innovation Development Agency under the Ministry of Higher Education, Science and Innovations, was also dismissed based on a similar decision. The head of state stated that from now on, ministers of preschool, general, and higher education, their deputies, as well as governors, will be obliged to adopt a new, systematic, and active working style.

A criminal case was opened against the driver in Yashnobod
A criminal case has been initiated against a citizen who violated traffic rules in the Yashnobod district. This was reported by Upl.uz. According to the city police press service, recently in Yashnobod district, a traffic patrol officer stopped a vehicle of the "Spark" model. The citizen driving the car did not have a driver's license. For this reason, an administrative report was drawn up against him based on the article "Driving a vehicle without documents stipulated in the traffic rules" of the Administrative Liability Code of the Republic of Uzbekistan. The car was placed in the impound lot in Yashnobod district. After the documents were processed, the passenger in the car turned out to be the driver's older brother, who acted aggressively towards the traffic patrol officer, insulted him, and even used physical force. During the investigation, it was revealed that he had taught his younger brother to drive the car and was dissatisfied with the punishment applied. For this reason, this person was detained and taken to the internal affairs department of Yashnobod district. The district prosecutor's office initiated a criminal case against him under the article "Resistance to an official or a person performing a civic duty" of the Criminal Code of the Republic of Uzbekistan. He was subjected to detention measures.

The 12-year education system will be implemented in Uzbekistan
The 12-year education system will be implemented in Uzbekistan
The general secondary education system in Uzbekistan is undergoing fundamental changes. This was reported by Upl.uz. The country has officially begun implementing a 12-year education model. This was announced by the press service of the Ministry of Preschool and School Education. In the near future, a normative legal document confirming these innovations is expected to be signed. This decision was made as part of a comprehensive program to reform the education sector. The program was presented to the president on September 8 and envisions a systematic renewal of all stages from preschool to higher education. The transition to 12-year education is being carried out to align with international experience. The results of the PISA study conducted in 2022 showed that in 85% of countries considered leaders in education, the number of school years is exactly 12. The introduction of the new model will allow adapting curricula to international standards and also enable students to be well-prepared for subsequent stages of education and vocational training. The updated system structure will be as follows: the first year is designated as a preparatory stage for 6-year-old children, which is considered part of primary education. Primary education will last a total of 5 years, including 1 year of preparation and 4 years of primary school. The next stage is basic general secondary education, covering grades 5 to 9 and lasting 5 years. The final 2 years constitute complete general secondary education, which will be conducted in schools, academic lyceums, specialized military schools, or technical colleges. To ensure a smooth transition process and create the necessary infrastructure, about 3,600 new schools will be built and more than a thousand state kindergartens will be opened. It is precisely in these institutions that the updated preparatory program for the youngest students will be piloted. An interesting point is that information about the transition to 12-year education had been actively discussed on social networks since 2023. However, at that time, the Ministry of Preschool and School Education officially denied these claims, emphasizing that the 11-year education system was in effect. The current decision shows that approaches at the state level have been reconsidered and there is political will to implement large-scale reforms. In the history of independent Uzbekistan, a 12-year education system has existed before. From 2010 to 2017, education was organized based on a 9+3 scheme, where students who completed grade 9 were required to continue their studies at vocational colleges and academic lyceums.

Extensive reforms are being initiated in public education
Extensive reforms are being initiated in public education
A comprehensive review of the public education system in Uzbekistan has been announced. This was reported by Upl.uz. This initiative is aimed at systematically organizing students' free time and strengthening youth with engineering-technical training. Relevant proposals were presented to the head of state on September 8. The government is launching large-scale reforms covering all levels of education – from preschool to higher education. This decision is based on an analysis of the current situation, which identified shortcomings in the unified organization of spiritual-educational work and extracurricular activities. As a result, it has become difficult to fully unlock students' potential. To address this issue, a national idea concept has been developed. This concept serves as the foundation for all spiritual-educational activities and ensures a unified approach in this field. As an important innovation, a vertical system will be created to organize school students' free time. Multi-profile "Kelajak" centers will be established based on the existing "Barkamol Avlod" children's schools, the Republican Youth Center, and the "Yoshlar" sports society. Additionally, an advisor position will be introduced in schools to support student initiatives. This specialist will coordinate and develop student projects. Special attention will be given to the development of preschool education. Active efforts will be made to attract private investors in areas where kindergarten coverage is below 80%. The state will encourage the establishment of new preschool institutions on a public-private partnership basis, providing free land plots in existing kindergarten areas or school vacant spaces. If entrepreneurs maintain their type of activity, they will have the opportunity to receive preferential loans for up to 7 years. From 2026 to 2028, a network of preschool institutions equipped with modern development centers called "New Generation" will be established across the country. As a priority direction of the reforms, technical and engineering training will be strengthened. Fourteen specialized engineering schools will be opened in the republic. Admission will be competitive, and education will be fully funded by the state budget. The educational process will be organized based on a five-year STEM program, integrating the experience of the "New Uzbekistan" university and the specialized school named after Mirzo Ulugbek. To enhance the prestige of engineering professions, starting from 2026, the national competition "Best Engineering School" will be awarded a prize by the head of state. A network of profile schools will be created to improve the teaching of natural sciences. The Abu Ali ibn Sino school in Tashkent will serve as the leader of this network. Changes are also planned in the higher education system: a branch of Moscow State Technical University will be opened in the capital, and the establishment of TashTech Technical University and Olmaliq State Technical Institute is envisaged. Uzbekistan has a literacy rate of 100%, one of the highest in the world. This is a major achievement of the education system, which has historically placed great emphasis on providing equal access to primary education for all.

Citizens' image rights will be strengthened
Citizens' image rights will be strengthened
Deputies are discussing amendments and additions to the legislation aimed at strengthening citizens' rights over their own images. This was reported by Upl.uz. According to the draft, obtaining consent is mandatory for photographing a person and using their image. If the person is legally incapable, consent is given by their legal representative. In the event of a person's death, if they did not give consent to use their image during their lifetime, this right passes to the heirs. Additionally, the draft law recognizes children under 16 years old as independent legal subjects. For photographing and using the images of children under 16, consent must be given by their parents or guardians. From the age of 16, children have the right to make these decisions themselves. Furthermore, the draft law sets requirements to ensure personal privacy during video surveillance. If a video surveillance system is installed in a building or facility, a warning sign must be placed obligatorily. The draft law also includes a list of cases where unauthorized photographing and use of images are permitted. These legal changes serve to protect citizens' personal privacy and strengthen control over their images.

The low efficiency of the education and tourism budget was discussed
At the meeting of the "National Revival" Democratic Party faction in the Legislative Chamber of the Oliy Majlis, the execution of the state budget and the budget of state targeted funds for the first half of 2025 was discussed. This was reported by Upl.uz. Special attention was paid to the fields of education, cultural heritage, and tourism at this meeting. It was emphasized that the funds allocated to education are not being spent efficiently enough. For example, despite the beginning of the academic year, only 75 percent of the funds allocated for textbooks have been used, which is causing problems in general education schools. Additionally, the issue of providing kindergartners with books and educational manuals was raised. Although the number of state kindergartens in the country is approximately seventy thousand, the number of books published for them does not exceed a thousand copies. Members of the faction emphasized that reading skills are formed in kindergarten and stressed the necessity of publishing and delivering books and didactic materials for children to kindergartens. The faction leader, Alisher Qodirov, questioned representatives of the Ministry of Transport about measures taken by "Uzbekistan Airways" and "Uzbekistan Railways" Joint Stock Companies to create conveniences for passengers, expand ticket purchasing opportunities, and assist in the development of tourism. He expressed concern about the limited availability of airplane and train tickets. Qodirov pointed out that the number of flights to historical and tourist cities is insufficient, and despite the large flow of tourists, infrastructure is lacking. "When will it be possible to freely purchase airplane and train tickets? When will the number of airplanes increase? Tourists are coming to historical and tourist cities, but the infrastructure is inadequate. Due to the lack of daily flights, it is not possible to fly at any desired time. The passenger flow is large, but conditions are insufficient. The Ministry of Transport is not contributing enough to the development of tourism. We doubt that they have a long-term strategy in this area," said Qodirov. The poor condition of roads leading to some tourist sites was also discussed at the meeting. For example, the road to the Sarmishsoy monument, which has a thousand-year history, was cited. Improving roads will significantly increase the country's tourism potential, and it was emphasized that the Tourism Committee should also take initiatives in this regard. The execution of funds allocated to the Cultural Heritage Agency was also reviewed. It was reported that only 59 percent of the funds allocated to the agency and only 18 percent of the funds for improving the material and technical base of museums have been used, and explanations were requested from agency representatives. At the end of the meeting, responsible persons answered questions on all raised issues. Recommendations were given to increase the efficiency of budget execution and to spend funds purposefully. It was also noted that it is necessary to use financial resources wisely in solving problems in various sectors.

Two individuals were detained in Tashkent city for engaging in fraud. This was reported by Upl.uz. They promised an entrepreneur assistance in formalizing a land plot for the construction of a multi-storey building and demanded 900 thousand dollars in return. The fraudsters claimed to have close connections with high-ranking officials in power and assured that they would help without any problems in changing the designated purpose of a one-hectare land plot in the Sergeli district and obtaining all the necessary permits for construction. This situation became known after the victim entrepreneur contacted the State Security Service authorities. According to their demand, a portion of the previously agreed sum had to be paid in advance. On September 5, the State Security Service officers conducted a swift operation in the Mirabad district of Tashkent and apprehended the suspects while receiving the money. This operation was carried out under the supervision of special services. A criminal case was initiated against the detained individuals under Article 168, Part 4, Clause “a” (fraud on a particularly large scale) and Article 211 (bribery) of the Criminal Code of the Republic of Uzbekistan. The court imposed a preventive measure in the form of detention on them.
