
From September 1, 2025, significant changes will be introduced to the labor control system in Uzbekistan. This was reported by Zamin.uz.
According to the President's decree dated August 4, state labor inspectors will now be able to conduct inspections without prior notice. This change means the abolition of the obligation to inform authorized bodies in advance.
Additionally, the requirement for entrepreneurs to receive a 10-day warning from the Labor Inspection before the start of an inspection based on the risk analysis system will be canceled. Starting from January 1, 2026, administrative fines can be issued and sent electronically through the Unified National Labor System without the employer's participation.
The decree also establishes administrative liability for employers who allow informal employment. According to it, those who commit the violation for the first time will be fined 30 base calculation units, and in case of repeated violations, the fine will be 100 base calculation units.
The Ministry of Employment, the Ministry of Justice, and the Chamber of Commerce and Industry have been tasked with submitting a draft law to the Cabinet of Ministers by August to implement this penalty (source: zamin.uz). These changes are aimed at regulating labor relations and encouraging employers to engage in lawful activities.
