Thus, the homeowners only agreed to the facade renovation. However, at the end of June, construction of a metal terrace under the ground floor windows began. The residents call this structure an “overpass,” as it blocked the windows and created a platform at window level. There was no warning or official agreement. According to Elena Pavlikova, a resident, they were only promised area improvement, but in reality, this structure was built without their consent. They emphasize that there was no meeting or discussion. Olga Smolyaninova adds that they planted trees and bushes with their own efforts, but now most of the greenery has been destroyed, tree branches cut, and the ground covered with concrete. According to residents’ measurements, the terrace is eight meters wide from the house wall and its height is less than window level. This causes problems contradicting privacy, safety, and sanitary requirements. Zukhra Usmanova says that workers constantly look into the windows, there is no privacy, the metal surface heats up in summer, and it is difficult to open the windows. Also, to preserve the facade style, they are required to remove grilles and air conditioners. She is afraid to open the windows because various debris might fall inside. The absence of a water drainage system on the terrace is also a major concern. Olga Smolyaninova emphasized that trash accumulates under the windows and during the rainy season water flows toward the house wall, which may cause foundation damage. On July 26, 2025, a thick layer of white foam appeared along the canal passing through the Shirmonbulok village area in Bulakbosh district. The local population and officials immediately identified the source of the problem. An investigation by the media revealed that Mirab Ilkhom Buvaev reported that waste from the SAMO knitwear factory was regularly polluting the water. According to him, the canal contained not only foam but also black chemical substances and cellophane. This situation has reached the level of an ecological disaster. Fish and other animals living in the canal are dying due to poisoning. Until the first cold days, the water was used for drinking and irrigation, but now it is even considered dangerous for domestic animals. Jasurbek Khudoyberdiyev, the chief specialist of the Bulakbosh district ecology department, also confirmed this information. A rapid response team was formed regarding the July 26 incident, and "Nil-Granite" LLC was again found guilty. A new administrative report on the July pollution was drawn up. The document was sent to the Khojaobod district court on August 1, 2025, but was returned to the department due to deficiencies in the paperwork. There is currently no information on whether these deficiencies have been corrected or if the case has been resubmitted to the court, which complicates the resolution of accountability. Administrative liability measures were applied to responsible persons who violated labor legislation requirements in these cases. Additionally, along with the inspection activities, official assignments were sent to the relevant ministries and agencies. They are required to thoroughly investigate the root causes of these violations and take effective measures to prevent such incidents in the future. It is emphasized that during the week, responsibility will be applied not only to employers but also to all responsible persons who organize forced labor. Experts note that despite the existence of a law adopted in February 2024 that strictly prohibits involving educators in non-professional activities, the problem remains persistent. Announcing the exact dates of the inspections sparked discussions in society that the campaign might be conducted merely for appearances. However, such a large-scale event indicates that state bodies are seriously paying attention to protecting the labor rights of education workers. In March 2022, the International Labour Organization recognized the elimination of systematic child labor and forced labor in Uzbekistan’s cotton industry and lifted the “cotton boycott” status against the country. This is the result of many years of reforms in the sector.

The transition to 12-year education is being carried out to align with international experience. The introduction of the new model will allow adapting curricula to international standards and also enable students to be well-prepared for subsequent stages of education and vocational training. The updated system structure will be as follows: the first year is designated as a preparatory stage for 6-year-old children, which is considered part of primary education. Primary education will last a total of 5 years, including 1 year of preparation and 4 years of primary school. The next stage is basic general secondary education, covering grades 5 to 9 and lasting 5 years. The final 2 years constitute complete general secondary education, which will be conducted in schools, academic lyceums, specialized military schools, or technical colleges. To ensure a smooth transition process and create the necessary infrastructure, about 3,600 new schools will be built and more than a thousand state kindergartens will be opened. It is precisely in these institutions that the updated preparatory program for the youngest students will be piloted.
